The management and movement of “regular” citizens and goods represents only part of the pandemic problem. The side not considered is represented by the control of illegal migratory flows and, consequently, of illegal goods. In the next few years we will see the development of more and more widespread and accurate individual tracking methods, which will concern both lawful and illicit movements.
During this pandemic it was understood, without a doubt, that the population in movement in the world represents not only an extraordinary resource for the economy but also a potential danger to public health. It is logical therefore to think that a tightening of immigration control measures could become a point on the agenda of politics.
This tightening – mind you – will not only concern, as has happened in the past, the economic migration of survival. On the contrary, migrations will also be regulated and monitored even among nations with equal development rates. Indeed, the emerging countries will try to discourage large trafficking of people going there and back, not being able to guarantee the permeability of the border to pathogens, in one sense or another.
Precisely on the merits of economic migration from developing countries, it will be possible to take a further step by combining security needs with those of the economy. Once the dynamics linking the spread of a viral agent to the indiscriminate action of man on the environment (consumption of meat and soil in the first place) is clear, it will be clear that an increase in the funds for the protection and the conservation of the poorest nations, which often coincide with the large green areas of the planet.
These radical investments will make it possible to subvert the local economies (for example by investing in the maintenance and protection of large forest areas), generate employment and therefore control the migration problem in its initial stages.
In these cases, the chain that leads from wild industrialization to economic struggles for the conquest of the territories, from institutional corruption to widespread poverty, will be massively cracked.
The process, which now seems inevitable, between the depletion of resources and the flight of indigenous residents to areas of higher well-being, between generalized impoverishment and the transfer of very large areas of the planet to the large corporations of deforestation, could finally be interrupted, giving rise to environmental protection sanctuaries which could subvert the outlook for upcoming pandemics.
For the desert areas of the planet, which also produce widespread and uncontrolled immigration, it will still be necessary to think of a process of progressive economic emancipation, fostering forward-looking policies and a more sensible management of the major factors of structural impoverishment.
If we have the foresight to fully understand this process, the combined disposition of forces at stake will turn into an effective commitment by wealthy countries to restore and change the conditions of the countries of origin of economic migrants.
Developed nations will want to preserve themselves by avoiding new pandemics: but for this to happen, the need to create a favorable environment that discourages indiscriminate and illegal immigration is clear.
Since isolationist and punitive strategies towards migrants have produced only mediocre and temporary results – fueling, among other things, a corrupt and illegal transport system that has weakened the system rather than healing it – effective solutions will be requested that can stem the problem and to eradicate their causes in a profound way.
Finally, a systematic control of immigration would also have the direct advantage of reducing the manpower available for all those illegal or criminal direct or indirect occupations (from corporal to the sale of drugs) which represent the normal destinations of a certain borderline population.
This tank, always full, once emptied would lead to a new weakness of the great criminal organizations, which would be forced to reorganize themselves or to sell shares of their illegal market.
Rethinking the system of illegal immigration at the root, creating the ideal conditions for its substantial remission. These assumptions, the nations will have to understand it, are the same that could avoid or limit the explosion of future pandemic phenomena.
